Is the reduction in image quality (to 85%) destructive at the point of upload? I've uploaded/resized a bunch of images using this extension and I'm now wondering if I can make them less fuzzy without changing '85' to '100' in field.image_upload.php and re-uploading.

If it is destructive, now that JIT recipes allow for per-recipe quality settings, might it not be better to leave the quality at 100 and allow users to alter the quality using JIT if they so please?

Yes.

I think introducing a new field setting for image quality is the best option.
