How does Symphony handle daylight saving time?

I don't think there's anything specific. It uses the system time of your server.

The $timezone parameter gives us the UTC/GMT value entered at the moment of install. Will it change when my server's time change?

Does the data field return the world time value + $timezone?

Symphony sets the locale using named timezones, eg. Australia/Brisbane, instead of the offset, eg. +10:00 for this reason. It puts the responsibility on PHP to determine if the timezone is currently in daylight savings time or not.
