That's a (bad) typo in the README, all authenticated users should be able to see the full site, not just Developers. Locking it down for Developers removes a valid scenario in which a holding page (maintenance page) is launched and content producers (Authors) populate Symphony while the rest of site is under development.

Hiding the restore link for Authors makes sense though :)

For anonymous visitors, should not Maintenance Mode throw an HTTP status of 503 Service Unavailable? I'm thinking for search engines in particular so they know not to try to reindex a maintenance page for every URL in one's site as currently it appears to send 200 OK.
