How can I send an email to myself whenever a new comment is made?
Send email filter in the Events form will do that for you. Edit your "Save Comments" Event, attaching the "Send Email" filter. Saving the event will update the documentation, which gives you a run down of how to use it.
Is there a way to make it so that the box will be automatically checked if the email address already has a moderated comment?
That would require some customisation to your Event.

Also I have made a new field (a "moderated?" checkbox) for the comments section, and edited the data source so that it only gets comments that are moderated. Is there a way to make it so that the box will be automatically checked if the email address already has a moderated comment?
