Michael-e’s newsletter extensions uses the swiftmailer library, and I beleive he has set it up so it is also usable by other extensions.
I would like to do some google api stuff, and therefore need the standalone gdata client library. However I can imagine some peopel also needing the entire zend library it is part of, or parts thereof.

How about an extension that just lets you check off libraries you need, and they automagically are installed and become available (within predefined standards)? …

What if two different extensions need different versions of the same library? For example map fields, some use v2 of the API, others v3. In my opinion it should be down to the extension developer to bundle the appropriate version of third party libraries.

you might be right, now I remember the topics about the same for the bundled jquery.
