I have translated some of the existing extensions and I would like to notice the creators and send them the corresponding file, if they are kind enough to include it as translation. (e.g. “lang/lang.ro.php”)

Any suggestions on how should I contact them on github and send the file?

The catch is that the translation file may change over time and it needs to be updated in the extension repository. Will I do it directly in his repository(if there is a way) or will he do it after I will have sent him the updated file?

The best way is to fork the repositories on GitHub, add your changes to your fork and send a pull request to the original developer. Extension translations are normally small so updating shouldn’t be a great issue and most developers are very responsive.
