Not a stupid question at all. I expect you are using something similar to the Format Date/Time utility to format dates. It takes an ISO formatted date and converts it into common English date/time formats.
Modify the XSLT as necessary to output Latvian instead of English. You’ll find references to names of months, weekdays, etc. See if you can modify these to their corresponding Latvian values and see what happens.

Hey there! Maybe it’s a really stupid question, but can I make a date for another language. Its like - I’ve got “02 February 2011”, but I would love to get it as a “2011. gada 2. Februaris” which is in latvian not english. Is there some way to do that?
