I think this has been discussed before: the idea was to offer an optional extension that automatically checks for core updates (similar to how Symphony 1.7 worked). Looking at your proposed links, I think http://www.getsymphony.com/api/
is more future-proof.

The Zend Framework includes a nice example to get and compare the version.
Neat idea. The team may be one step ahead in considering this as they've banded the idea about to have an API for extension updates too. The tricky part is getting the architecture right so that it will work well into the future.

It would be great to have a simple “web service” which returns the latest available version number of Symphony. Extensions or existing installations can check against this web service.
Example: http://framework.zend.com/api/zf-version
