I had some troubles making this work but it finally did, so I just wanted to share it with you:

<xsl:comment><![CDATA[[if IE]><link rel="stylesheet" type="text/css" media="screen" href="]]><xsl:value-of select="$workspace"/><![CDATA[/css/ie.css" /><![endif]]]></xsl:comment>

Note that everything should be in the same line (I think...).

It's quite complicated to output IE Conditional Comments in XSL templates but I've seen a couple of good examples that are a bit more 'featured' (testing IE version, not IE, etc.).

There's even a utility "IE Conditional Comments in XSLT" or take a look at this thread
