This seems to be a Safari problem only which is related to this line of symphony.tags.js:
input.focus();
Removing this line solves the problem. We need to check if a removal result in issues with other tag list modes.

Tag list used in section editor do not behave as expected when the tag list is set to inline mode. When clicking on a tag for the first time, all existing tags will be replaced by the selected one. When clicking a second time, the selected tag will be inserted at the current cursor position as expected.
