Closed#87: Ability to disable auto-posting of extension updates onto the forum

When fixing a typo or amending a Description submitting still appends a new post to the discussion thread, which is kind of annoying having to delete it. I’m not even sure if non-admins can delete these.

Can be solved with a checkbox on the extension edit form giving the user a choice as to whether an update should be posted.

The update post should only be created if the version number changes.

The post is always created using the members ID, so it belongs to them.
