I noticed that with Symphony 2.0.3 comes a textbox labeled Navigation Group when I create a new section, but can’t find what it does. So what does it do?

Navigation Groups allows you to, strangely enough, group your sections under different items in the nav. So instead of having everything in “Publish” you can split it up where appropriate.

You could, for example, group all the sections relating to”News” under that heading so you might have something like:

  • News
    • Articles
    • Images
    • Media Releases

Am i correct in understanding that Navigation Groups do not have access to the user-access rules that the rest of the backend navigation does? i.e. I can’t set a navigation group to “developer”?

Correct.

If you used “Blueprints” as the Navigation Group your section wouldn’t be linked to for Authors since Blueprints is shown only for developers. I think.
