Making it as an extension forces the development team to think about system functionality with extensibility in mind. For 2.1, the user system will be abstracted with added hooks to the extension API to allow control over authentication.
Imagine being able to replace the admin permissions with something entirely different or add other pieces of functionality like OpenID to the system.
